Consultation

Is this true that Pheron'(Cruel Egyptian King) use to consult Prophet Moses(pbuh) on matters related to his administration and one of the other Cruel King who use to consult Prophet Yousuf(pbuh)?
Is this information present in Qur'an?

the jahiliyah and tyrants of all the ages seek help from the intelectuals and knoledgeble people[chosen bu Allah] in the administrative matters of the state.
and surely history repeated it self and it will repeat it self

In the Qur`an it is mentioned that Prophet Musa alaih salam was raised in the palace of pharoah but nowhere it is written that the pharoah used to consult him.
Prophet Yusuf alaih salam was an advisor to a king and later on succeeded him but it is not written that that king was cruel.

To my knowledge you are correct, the pharoe at the time of Prophet Yusuf(as) was not cruel to his people nor had he enslaved the jews like the later pharoes.
