Salaam brothers.

It is true that the minimum amount of cloth required should go from ur navel to just below ur knees. However, this was an order given by our Holy prophet (s.a.w) to the poor people so that they would know and so that they could fulfill a requirement to their level. If a person has the means to cover himself entirely then he MUST do so. I dont say should here. It is a MUST. I dont know how many people u see in ur mosques praying without any top on. If u cant afford one thats a different thing. If u can but dont, u are doing wrong.

Lets say i came to u today and took u to see sum1 high and mighty. A monarch, president or perhaps even sum great scholar of islam. Now, u would go wearing decent clothes. U would want to create a good impression. Now in prayer, u are in front of Allah subhanahu wa ta'ala!! This is no puny person in whose presence ur standing. This is the Supreme Lord of the Worlds! Our Lord Allah! Come now. Surely u want to create a good impression on Him as opposed to a person?

The more a person covers himself, the more shame he has. I dont know in your country, but here at least, by decent islamic people, it is seen as besharami to walk around with no top on. Also then comes the consideration of a member of the opposite sex looking at u with lust. As u may well know the hadith from Sahih Muslim,

"Both the luster and the lusted have an equal share in punishment."

This is explained in detail by Imam Muslim, who says that it obviously depends on intention. If u didnt intend to show off then no harm done but if u know that sum1 is looking towards u and feeling lust, u should cover urself up. This helps develop modesty and shame as well as stops the other person getting sin for lusting u.

As far as praying in shorts is concerned, if u are poor and thats all u have then its permissible. But like i said, u wouldnt want to meet someone high and mighty, looking like that. And who is more High and Mighty than Allah?

The covering of ur forearms, i.e. wearing full sleeve tops, is a minor thing like i mentioned before. I wouldnt put any outrageous amount of effort trying to accomplish this task but i wud say that when u can u should. Wearing completely sleeveless tops, i would not encourage. They show no shame.
